David disclosed that at first when the ark was to be taken, the right hands whom God dedicated and who had consecrated themselves for the Lord’s service were absent, for any reason it was wrong to have done that ministry of restoring the ark in the absence of the correct vessels. God is never in haste. He prefers to wait for long just searching for a right person to use for Kingdom course.
David consulted with every officer who commanded a regiment or battalion.

In the first place, God’s service must not be seen or equated to other worldly activities; his work shouldn’t be regarded as a political, academic, commercial etc. in nature. His work is outstanding amongst all others. It is not comparable to any wordly system, wordly patterns work for wordly structures. But whatever is done for the sake of the expansion of the kingdom of God on Earth, such needs to use only God-ordained and approved mechanism. Heaven’s structure differs completely from all Earth’s structure. Heaven’s operation differs completely from Earthly cooperation.
David was a soldier, not a levitical priest. The origin of his errors began from the moment he …consulted with every officer who commanded a regiment or battalion rather than the Levites. He consulted the same people who had led the war against the philistines that led to the capture of the ark. He consulted with soldiers at first and Israel was defeated because of the sin of the people, they had disobeyed, thereby rendering the soldiers incompetent and spiritually disarmed, unequipped to face their enemies. What God sought was the people’s obedience not their sacrifices and zeal, but he didn’t get it and so they didn’t get divine backup as a result – they were overcome by the enemy.
Again David consulted with and summoned every officer who commanded a regiment or battalion, he left the Levites and the priests out of these. He probably focused his attention on his military might while neglecting the spiritual condition of the nation to step into a battle. He was greatly disappointed.
David, in 1 Chronicles 15:11, called for the priests Zadok and Abiathar and for the Levites Uriel, Asaiah, Joel, Shemaiah, Eliel, and Amminadab.
He told them, “You are the heads of the Levite families. You and your relatives must perform the ceremonies to make yourselves holy. Then bring the ark of the LORD God of Israel to the place I prepared for it.

But in 1 Chronicles 13:2 …he told the whole assembly of Israel, “If you approve and if the LORD our God has consented, we will send an invitation to the rest of our relatives in every region of Israel and to the priests and Levites in their cities and pasturelands so that they may join us. When he said this, the whole assembly agreed to this because the people considered it the right thing to do. This should be his next point of action. He gathered all Israel but the Levites were perhaps not yet present because of his words in 15:13. So he decided to replace these prepared, consecrated and approved carriers of God’s sacred ark and went on to use a cart driven by animals (however powerful they were wasn’t God’s concern, because a divine process have been taken for granted and despised, his anger broke out against the people).
God would rather wait for the right person to become ready for his use than manage hands for lack of vessels. He doesn’t manage sinners. While he concentrates on seeking for a man that he can use, he focuses on dealing with sin in the life of whoever he wishes to use for his glory. Until his vessel is ready he will keep waiting and preparing them. He doesn’t use everybody for sacred works. The highest and most treasured of his work is done by people whom he regards as vessels unto honour, meant for noble use only because they have cleaned their hearts of immoral and dishonourable things.
